Employment Agency Reports Stable Labour Market, Low Unemployment in November

The labour market remained stable in November, with the registered unemployment rate holding at a low 5.14%. This represents a slight year-on-year improvement of 0.02 percentage points. At month’s end, 145,818 people were registered as unemployed nationwide.

Key Employment Flows

Active mediation by employment offices continued to deliver results. During November, 13,086 registered unemployed individuals started new jobs. In addition, support was provided to 1,000 employed persons, students, and pensioners to change or develop their professional paths. Altogether, 14,086 people moved into employment over the month.

Reaching Economically Inactive People

Targeted outreach focused on people who are economically inactive. More than 4,120 individuals took initial steps toward entering the labour market in November. This progress stemmed from the coordinated work of employment office teams, as well as Roma and youth mediators across the country, who provided guidance, motivation, and practical support.

Support for Vulnerable Groups

Through subsidized programmes, 3,229 people from vulnerable groups entered employment during the month. These initiatives assisted:

  • People with disabilities
  • Young people without prior work experience
  • Individuals aged 55 and over
  • Long-term unemployed persons

Of the total supported through these measures, 1,170 participants were included in projects under the Human Resources Development Programme (2021–2027), co-funded by the European Social Fund Plus.

Upskilling and Reskilling

The Employment Agency continued investing in skills development to align workers with a rapidly digitizing and technologically evolving economy. More than 8,400 training vouchers were issued in November to both unemployed and employed individuals, helping them acquire new competencies and adapt to changing job requirements.

Employer Demand and Vacancies

Employers reported 6,146 vacancies on the primary labour market in November. Demand was strongest in:

  • Manufacturing: 23.3%
  • Public administration: 15.6%
  • Trade and repair of motor vehicles: 12.6%
  • Education: 12.1%
  • Hotels and restaurants: 4.9%
  • Human health and social work: 4.1%

Most Sought-After Occupations

Recruitment needs spanned a broad range of roles, including:

  • Personal care workers and personal service workers
  • Sales staff
  • Machine and equipment operators
  • Workers in mining, manufacturing, construction, and transportation
  • Teachers
  • Business and administrative professionals
  • Drivers of motor vehicles and mobile equipment
  • Waste collection workers
  • Employees in food, clothing, and wood product manufacturing
  • Metalworkers, machine builders, and craftsmen
  • Cleaners and assistants

Methodological Note

The registered unemployment rate reflects the share of registered unemployed persons within the economically active population aged 15–64, as defined by the 2021 census.

Overall, the November data point to a steady labour market with continued hiring momentum, increased activation of people outside the workforce, and sustained efforts to upgrade skills. Employer demand remains diversified across sectors, with particular strength in manufacturing, public administration, trade, and education.
