HSRA to Unveil Interactive Website for Authorisations

Beginning May 1, 2026, the Hazardous Substance Regulatory Authority (HSRA) will process all authorisation applications through a new interactive website designed to streamline services and improve regulatory engagement across Jamaica.

The platform was unveiled during the HSRA’s CEO Breakfast and Workshop at The Jamaica Pegasus hotel in New Kingston on March 11. As an agency of the Ministry of Industry, Investment and Commerce, the HSRA regulates activities, practices, apparatuses, and facilities involving ionising radiation and nuclear technology, safeguarding people, property, and the environment from harmful effects and related risks. The Authority also works closely with entities responsible for health and safety, environmental protection, emergency preparedness and response, security, and the transport of dangerous goods.

The initiative aims to reduce processing times, enable real-time tracking of submissions, and modernise interactions between regulators and the business community. It is also intended to enhance the ease of doing business, increase transparency, and make regulatory engagements more efficient for Jamaican enterprises.

Key features of the new platform include:

  • Online submission of applications for licences, permits, and registrations.
  • Integrated processing for import and export permits in coordination with the Jamaica Customs Agency.
  • Real-time application tracking to monitor each stage of the authorisation process.
  • Centralised access to regulatory information, guidance documents, updates, and resources on radiation safety and nuclear technology management.

According to the HSRA’s Acting Senior Director of Radiation and Safety, the website will serve as a central hub for authorisation holders, partners, and the general public. It reflects the Authority’s commitment to modern, efficient, and accessible regulatory services while supporting broader awareness of radiation safety across the island.

The HSRA is also collaborating with Jamaica Promotions Corporation (JAMPRO) to utilise its business gateway, ensuring a more seamless experience for applicants. One of the platform’s standout features is end-to-end tracking, which is expected to significantly reduce processing times—moving from an average of 45 days down to an anticipated 15 days.

The Authority administers the Nuclear Safety and Radiation Protection Act, 2015, along with the Nuclear Safety and Radiation Protection Regulations, 2019. The legislative framework governs a wide range of activities related to ionising radiation and nuclear materials, including the possession, acquisition, production, manufacture, processing, transfer, development, handling, storage, import, export, and disposal of natural and artificial radioactive material, nuclear material, ionising radiation apparatus, and devices emitting ionising radiation. It also oversees the construction of facilities that will utilise ionising radiation.

Through the new digital platform, the HSRA is reinforcing its mandate to protect people, property, and the environment from the harmful effects of ionising radiation. By bringing applications and regulatory guidance online, the Authority is positioning Jamaica’s regulatory framework to better support safety, efficiency, and sustainable economic activity in sectors that use ionising radiation and nuclear technology.

The rollout marks a significant step in modernising public service delivery, improving transparency, and ensuring that regulated entities can meet compliance requirements more efficiently. With enhanced access to information, guided application processes, and faster turnaround times, the HSRA’s interactive website is set to become a cornerstone of Jamaica’s radiation safety and regulatory ecosystem.
